The issue of charter change (Cha-Cha) is one of the burning issues confronting our nation nowadays.
To recall, the constitution is the fundamental law of our land. In our history, we have the Malolos constitution of 1899; Commonwealth constitution of 1935; Puppet constitution of 1943; Marcos constitution of 1973; Cory's Freedom constitution of 1986 and the prevailing 1987 constitution.
Now, there is a clamor by some sectors of our society to change once again our constitution so as to make it more suited to the needs and temperament of our times.

[Summary] => There is now a series of impeachment complaints filed by the opposition whose main obsession is to topple down President Gloria Macapagal-Arroyo from power.
She has not also brought our Ship of State to a sound and prosperous destination heretofore.
Now, we must pose this question: Should we oust GMA from power and install a new one from the opposition?
Must we not allow her to finish her mandated term until 2010? The reply to this query is an emphatic "No" in the sense that her term as mandated by our constitution will expire on June 30, 2010.

Before this historical declaration, so many lives of our heroes and martyrs were lost just for the sake of freedom and independence.
Many died in the far-flung battlefields - from Mactan to Balintawak and from Ilocos region to Tirad Pass.
Freedom is the eternal heritage of our heroes and martyrs. It has been the dream of centuries of our forefathers before our time. It was the vision of everlasting hope from Mactan to Bataan.

Now, its name has been changed to ACA/PERA which amounted to P2,000 per month retroactive January of this year as ordered by President Gloria Macapagal-Arroyo.
Due to Supreme Court's decision promulgated on September of last year, government agencies are authorized to give COLA differentials to their employees from 1989 to 1999 or for a period of ten years to alleviate their plight during these trying times.
