As a result, the US Immigration and Naturalization Service (INS) issued a "detainer" against Jimenez on the assumption that he was extradited, Escueta said.

The suspect, one Sebastian Escalon Rico, said to be a business executive in California, simply disappeared and apparently is now hiding in the country.
FBI records reaching the Philippine National Police (PNP) at Camp Crame showed that Rico is facing 24 felony charges in California for embezzlement, forgery and large-scale fraud.

Perez, who recently met with four US Embassy officials led by chargé daffaires Michael Malinowski, said the discussions included the possibility of a prisoner swap involving Americans serving sentences here and Filipinos in US jails.
Perez, however, clarified there was nothing definite yet especially since the Philippine government has no list of Filipinos convicted in the US.
