Called Raniag, it was developed by a joint team of scientists and researchers of the Mariano Marcos State University (MMSU) and the Peru-based Centro Internacional de La Papa (CIP, or International Potato Center).

MMSU, currently headed by its lady president, Dr. Miriam Pascua, is a multicampus university in Ilocos Norte whose seat of administration is the main campus in Batac town.

The MMSU-CIP team was composed of Beatriz S. Malab, Noralyn Bacnat, Marissa Atis, and Enrique Chujoy.

Phivolcs said movement of the Vigan-Vintar Fault triggered the earthquake and its epicenter was located 19 kilometers northeast of Laoag City.

The quake registered a magnitude of 3.4 on the Richter Scale but it was felt only at Intensity 2 in Pasuquin, Ilocos Norte and Penablanca, Cagayan, Phivolvs also said.

Fishery and other aquatic products' output is expected to hit a record 3.1 million metric tons this year, 8.3 percent more than last year's 2.86 million tons.

Agriculture Secretary Edgardo Angara said this means the country can attain self-sufficiency in fish supply this year, enabling millions of low-income Filipinos to avail themselves of an affordable source of protein in their diet.

"If production growth trends are maintained, we may even become a surplus producer and fish exporter before President Estrada's term ends in 2004," Angara said.
