A couple of weeks ago, walking from my sister’s office in downtown Washington, DC to the library of the George Washington University, I paused at the corner of 19th and I (or “Eye”) Streets, and was overcome by a sense of déjà vu.

Nicodemo Ferrer, 74, was recommended by retired Chief Justice Hilario Davide Jr., who now serves as Mrs. Arroyo’s adviser on electoral reforms.

Ferrer served in the anti-graft court from 2000 until his mandatory retirement in 2002, then returned to private law practice.

Ferrer was a regional trial court judge in Baguio, Benguet and Lingayen, Pangasinan from 1983 to 2000.
