Unang tatamaan sa bureaucratic re-engineering o streamlining ang buong executive branch ng gobyerno.
Sa House Bill No. 1532 ni Antipolo Rep. Victor Sumulong, ipinaliwanag nito na panahon na upang magbawas ng mga empleyado ang pamahalaan dahil napupunta lamang sa sahod ng mga ito ang 60-70 porsiyento ng pondo ng pamahalaan.
Isa aniya sa mga dahilan nang napakalaking budget deficit ng bansa ay ang napakalaking bureaucracy kaya ang gobyerno ngayon ang lumalabas na pinakamalaking "employer" sa Pilipinas.
