This time, the Commission on Audit (COA), in an audit observation memorandum issued last Jan. 26, said Osmeña allegedly violated COA Circular 96-004 when he leased a yacht to take him to Poro, Camotes on Jan. 17 last year and charged the amount of P9,000 to the provincial government.
State auditor Nancy Aparri, the COA team leader in the province, signed the memorandum.

He also claimed to have completed his secondary studies in 1958 at the Maranding National High School in Lanao del Norte.
