[Title] => Standing ovation for cha-cha in Marawi
[Summary] => MARAWI CITY I am glad I came here otherwise I would never have overcome my fear of Muslim land in our country. Inured as I was in tales of its terrorism and grief it was with some trepidation that I ventured in what has been made out to be danger zone. It was a lovely ride breezing through zigzagging mountain roads on one side and the calm waters of Lake Lanao on the other. The ride itself was a little over two hours but it was well worth it for its beauty alone. But more was coming. Here was a different world and a different culture.

[Title] => Bill on citizens duties must be included in amended Charter
[Summary] => A bill on the duties and obligations of each Filipino citizen is among the proposals to be included in recommended amendments to the 1987 Constitution.
"Citizens assert so much of their rights but not their duties, such as paying of taxes. There should be a balance between rights and duties," said Jose Abueva, former University of the Philippines president and chairman of the 49-member consultative commission (con-com) to propose amendments to the 18-year-old Charter.

[Title] => Federalism preserves dying languages!
[Summary] => Last Saturday evening, my wife Jessica and I sat down at the Waterfront Hotel lobby with Dr. Jose "Pepe" Abueva of the Kalayaan College for an intense two-hour discussion on the prospects of Federalism, which he is proposing for the country. Indeed, we must give credit where credit is due; the concept of Federalism started from the group of Dr. Abueva and the Citizens Movement for a Federal Philippines (CMFP). It doesnt mean to say that theyre the only ones who are espousing for a Federal and Parliamentary system in this country.

[Title] => Storylines
[Summary] => In her State of the Nation Address, the President developed a storyline to explain our fate.
That storyline speaks of "two Philippines" a Philippines that is functional and a Philippines that is not. The Philippine economy, benefited by the reforms of the last decade, is functional and ready for take-off. Filipino politics, largely unreformed, brings about chronic bouts with turbulence that threatens our economic progress.

[Title] => Government of the future
[Summary] => BRUSSELS Speaker after speaker told an audience from some 60 countries at the European parliament federal government is the wave of the future. In one voice, they said the system offers the solution to some of the more intractable problems of governance especially amongst people of diverse cultures. In a federal system of government political power is divided between a central or national authority and smaller, locally autonomous units such as provinces or states under the terms of a constitution.

[Title] => A vision . . . at the end of the day
[Summary] => It is not always true that intervention even for noble humanitarian motives is the wiser course of action. A cogent example is given by William Shawcross in his book Deliver us from evil Warlords and peacekeepers in a world of endless conflict. He refers, if in hindsight, to the American civil war in 1861 about which there was much furore in Europe to intervene because of the loss of so many lives, the threat to world stability and the disruption of the cotton trade on which millions of people in France and Britain depended.
