Local leaders are certain the brutal murder here last Saturday of Judge Sahara Silongan, of the Regional Trial Court Branch 15, will just be an addition to the list of dozens of still unsolved high-profile crimes that have spurred criticisms of the city police.

COTABATO CITY — The mortar shells fired in a residential area here on Monday was aimed at the venue of the state-of-the-region address (SORA) of Autonomous Region in Muslim Mindanao (ARMM) Gov. Zaldy Ampatuan, but missed due to tactical miscalculations.


Sources from the police and the Army’s intelligence community said they have been receiving similar confirmations from informants, among them active secessionist guerrillas, that the attack was meant to disrupt Ampatuan’s SORA, his second since his election in 2005.
