Chief Inspector Rolando Osias, who was ordered back to Baguio City, has turned over his post to Chief Inspector Wency Beswilan.
Two weeks ago, Osias, together with Abra policemen, raided three houses in Lagayan on the strength of search warrants, and seized several high-powered guns.
