Lawyer Lorna Kapunan, of the Roco Kapunan Law Office, said there was undue delay in the case, with NBI apparently keeping the suspect, Bebs Reyes, from the Western Police District (WPD), the investigating law enforcement agency.

This was the statement of 23-year-old Bebs Reyes, who finally surfaced at the National Bureau of Investigation (NBI) main office in Manila yesterday to deny his involvement in the killing of bank employee Candice Castro last May 12.
Reyes appearance at the NBI headquarters ends a two-week manhunt launched by the NBI and Western Police District (WPD) against a son of Buenvenido Reyes, intelligence officer of the Bureau of Immigration (BI).
