The most plausible explanation for the origin of the term "pork barrel" comes from the practice of distributing rations of salted pork stored in wooden barrels to slaves. The term came into political use in the post-Civil War era in the US specifically for the dispensing of favors by politicians to constituents. The imagery of politicians dipping for lard into a barrel of salted pork to satisfy supporters caught the popular imagination.
