After the First World War, and with most towns and cities in the country razed to the ground, oil supplies were extremely scarce. In response to the petroleum shortage, the United States Army created in 1945 the Petroleum Distribution Association of the Philippines, a non-profit organisation comprised of four existing oil companies in the country: Asiatic Petroleum (represented by Ricardo Grande), Stanvac, Texaco, and Tidewater (Getty Oil).

By late 1930s, there were 1,053 British residents in the Philippines. One of the residents was George Hugh Winston Churchill, a distant cousin of the former British prime minister. Churchill arrived in Manila to join Asiatic Petroleum in 1930 at the age of 24. After spending three months in the lubricating oils department in Manila, Churchill took the number two position in Iloilo, under another Englishman John Sargeant, who was then the branch manager. There he stayed until 1934 and sailed
back to England on home leave.

In the middle of 1920s, Asiatic Petroleum built three key installations: a kerosene storage tank in Manila, which also supplied Cebu and Iloilo; two diesel fuel tanks in Shell Island, Cebu; and another diesel fuel tank in Iloilo. In addition, it set up a tin factory in Pandacan.

Despite the wartime challenges, Asiatic Petroleum continued to strengthen its business in the country with the construction of a bulk installation in Pandacan in 1918 at an estimated cost of UK16,500.
