PARIS – In Manila, I hear, the government is bracing itself for "riots" to be provoked by the imposition of the Expanded Value Added Tax (EVAT). Nobody, of course, loves to pay more taxes. During Spanish times, in the Ilocos, when they slapped a tax on our saluyot national drink, the Ilocanos even staged a Basi Revolt.


Here in Paris, where a strike could be called any minute, taking commuters by surprise, all is quiet – for now. The sun is out, the skies are blue, although it’s growing colder by the day.
