Angping to play Dirty Harry on NSAs

Newly appointed Philippine Sports Commission chair Harry Angping warned erring, warring and non-performing national sports associations to get their act together if they want government funding to come their way.

“NSA leaders – they’re not tourists – they are leaders and officers so their job is to have a plan of action, a vision and an objective on how to win medals,” said Angping on non-performing NSAs in Friday’s turnover rites coinciding with the agency’s 19th anniversary celebration at the Rizal Badminton Center.

Angping, who recently took over from William “Butch” Ramirez as the PSC’s eighth chairman, said he would personally monitor the funds allocated to NSAs.

“I will attend the flag ceremony (on Monday), I would go around to all the offices, I will visit all the training personally and I would see to it that all the coaches, trainers and PSC staff will have yardstick,” said the former Manila congressman, softball chief and Philippine Olympic Committee board of director.

“Nobody’s monitoring anything, how do we know how government money is being spent? Is this athlete or NSA improving? There should be an indication that performance is improving not just maintaining the same form,” he added.

Angping also vowed to go hard against bickering NSA officials and NSAs that keep ignoring the agency’s repeated calls to liquidate cash advances.

“Liquidation is one of their responsibilities as an officer of an NSA. If you can not even liquidate your funds, how can you produce winners,” said Angping.

“We will force them to also settle their problems or else there’s no funding. Period.

“If you don’t solve it, sorry but that’s the policy of the PSC. We can’t allow conflicts to happen, they have to resolve it because we’re using government money here,” he added.

It can be recalled that Ramirez also went after NSAs with liquidation problems but most kept ignoring the call, forcing the Commission on Audit to issue a warning that they would elevate the case to the courts if the call would be left unheeded.

There are also some NSAs mired with leadership disputes including bowling, cycling, wushu and archery.
