Archer, who took a humbling 2-11 setback to Pagulayan in the A-side final opener, worked his way back to the championship round by scoring an 11-4 rout over Edwin Montal, a Canada-based Filipino like Pagulayan.
Montal earlier booted out Filipino rising star Dennis Orcollo in their own side of the duel to earn a crack at the other championship berth against Archer.
But Archer stamped his class over Montal and completed the victory that set him up for a return match with Pagulayan for the crown.
In the finals riddled with unforced errors and dry breaks, Archer played with more consistency, scoring on Pagulayans safeties en route to the victory worth $12,000.
It was a sorry setback for the Philippines, which sent three players in the semis, only to be foiled by the veteran American campaigner.
