DSWD-6 purges 4Ps beneficiaries’ list
ILOILO CITY , Philippines — A total of 8,504 undeserving household beneficiaries in Western Visayas have been delisted from the list of recipients for the Pantawid Pamilyang Pilipino Program (4Ps) or Conditional Cash Transfer (CCT) of the DSWD-6 as of May 20, 2013.
DSWD-6's regional monitoring and evaluation officer Beverly Salazar said there are some other delisted beneficiaries who appealed to them to reconsider their applications but these were all turned down after the re-validation process.
Salazar said among the reasons for delisting were non-compliance of conditions, such as the beneficiary no longer has a child, zero to 17 years of age, and the beneficiary already has a job with earnings of P10,000 and above per month.
Other reasons are fraud, inclusion error, waiver to enroll in the program and pending further verification on double entries and non-complying beneficiaries.
"Beneficiaries should really be the poorest of the poor based on the National Household Targeting System (NHTS) or eligibility check. Our Grievance Redness System (GRS) is the one handling and verifying the case if there are some complaints against other beneficiaries," said Salazar.
With the recent delisting, the DSWD-6's list now has a total of 290,393 household beneficiaries for the 4Ps or CCT.
The DSWD's strict screening of beneficiaries came after the Commission on Audit (COA) in Manila last year noted some discrepancies on the list of beneficiaries nationwide.
The department has identified a total of 2.3 million poor individuals in Region 6, or those who are living below the poverty threshold, out of around 1.4 million households, based on the 2007 national census.
DSWD-6 information officer May Rago-Castillo clarified that nobody else can delist any erring 4Ps beneficiaries in the region except the agency itself. (FREEMAN)
