DILG confers Guiuan LGU Seal of Good Housekeeping Award

GUIUAN, EASTERN SAMAR, Philippines — The local government unit of Guiuan town in Eastern Samar recently received a “Seal of Good Housekeeping” award from the DILG for its successful implementation of plans and programs, including delivery of basic services to the people.

DILG Secretary Jesse Robredo handed to Mayor Annaliza Gonzales-Kwan of Guiuan the award and the P1-million Performance Challenge Fund to support the LGU’s programs. 

Robredo said Guiuan was the only LGU in Eastern Samar and one of seven others in Region 8 (Eastern Visayas) that performed well in the areas of good planning, sound fiscal management, transparency and accountability and valuing performance management.

The Commission on Audit further declared Guiuan town one of the best financially-managed LGUs in the country.

Every town or city that has the seal of good housekeeping can claim “Matino Ako,” said Robredo in his speech delivered during a meeting in Palo after the awarding rites.

The Seal of Good Housekeeping is among the requirements needed by the Department of Finance and the Monetary Board before an LGU can borrow money from government financial institutions.

Kwan, who is also a certified public accountant, said that under her administration, Guiuan was able to elevate itself from a 5th class town in 2004 to a qualified candidate for a 1st class town this year. — THE FREEMAN
