Chatto receives CSC's Dangal ng Bayan award

TAGBILARAN CITY, Philippines – Bohol Governor Edgar Chatto received his second Civil Service Commission Honor Award in a ceremony held recently at the Rizal Hall of Malacañang Palace.

The CSC named Chatto among outstanding public officials and employees for 2011, bestowing on him the Dangal ng Bayan award, a prestigious honor given to employees in the government.

Chatto, during his time as vice governor in 2000, was also named Presidential Lingkod Bayan awardee and with the recent award made him the only public official in the country to get both top awards.

The CSC bestows the Dangal ng Bayan award to Outstanding Public Officials and Employees for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior.

The governor was cited for “exemplifying balanced and service-oriented leadership, implementing innovations in legislation, human resource management, tourism, agriculture, health, education and economic development, and championing public service that transformed Bohol into one of the most developed provinces in the country.”

Recipients of this CSC award are chosen based on their observance of the eight norms of behavior provided under Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

This criterion includes standards of commitment to public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism and patriotism, commitment to democracy and simple living.

It is part of CSC’s Honor Awards Program in recognition of outstanding work performance by government officials and employees, to motivate or inspire them to improve the quality of their performance and instill more involvement in public service.

Executive Secretary Paquito Ochoa, Jr. conferred the honor on Chatto and other honor awardees.

For the award, Chatto received a trophy sculpted by renowned Boholano national artist Napoleon Abueva, cash prize of P200,000, automatic one step promotion for permanent employees / increase in salary grade to the next level for elected public officials, and 5-ear full scholarship transferable to his next of kin.

Ochoa, assisted by CSC Commissioner Mary-Ann Fernandez-Mendoza and Tanodbayan Conchita Carpio-Morales, handed the award to the governor. - THE FREEMAN
