Negros Occidental lot bidding "failed" Ayala sole tender, SM no show

BACOLOD CITY, Philippines  -- Governor Alfredo Maranon Jr. said the bidding for the 7-hectare property of the provincial government along Gatuslao Street was reset to July 7 after Friday's bid was declared "failed" because only one bidder participated. 

Only Ayala Land submitted its bid papers, the governor said, adding that SM Prime Holdings, which submitted its intent to purchase or lease the said property last month, did not submit its bid because it only wanted a "negotiation," not a bidding.

Robinsons Land Corp. was also reported to be eyeing the said property but it did not submit its bid papers. The property that is open for purchase or lease is 7.7068 hectares and located at the corner of North Capitol Road and Aguinaldo Street in Bacolod.

Maranon said under Commission on Audit (COA) rules, bidding must have a minimum of three bidders, otherwise it will be declared a "failed bidding."

On July 7, if the number would still fall short of the requirement then the Capitol would proceed with the "negotiation" between or among those who bid only, but Maranon said the agreed results must be to the advantage of the provincial government.

The governor also clarified that not all 7 hectares will be up for sale. The portions at the back of the Capitol will be for lease only because it is reserved for future and long-term use of the province. (FREEMAN)
