BACOLOD CITY, Philippines — Bacolod Rep. Anthony Rolando Golez Jr. has filed House Bill No. 4203 or an "Act making the position of barangay secretary permanent" and entitles the holder of the position security of tenure, benefits and for other purposes."
Section 3 of the proposed bill states that the position of barangay secretary in all barangay units be made permanent and they will enjoy security of tenure and cannot be removed, unless for cause.
All barangay secretaries will likewise enjoy the benefits appurtenant to being permanent government employees, subject to the applicable and existing Civil Service Laws, said the proposed measure.
Upon its approval, the Civil Service Commission in coordination with the Department of Interior and Local Government and the Department of Budget and Management shall formulate and issue its Implementing Rules and Regulation, it said.
Golez said, "I heavily support all the barangays in Bacolod City in its endeavors, especially in the aim of rendering quality public service. I believe that for our city to achieve our goals, efficiency and dedication to work must be emphasized."
He added: "I have filed bill for the permanency of the position of barangay secretary. This proposed bill, if passed into law, will ensure the efficiency in the delivery of public service at the barangay level." – THE FREEMAN
