PNP officials, inalmahan si NAPOLCOM Vice chair Bernardo!

INALMAHAN ng 3rd level officers ng Philippine National Police ang pahayag ni NAPOLCOM Vice Chairman Alberto Bernardo na sinisisi ang PNP sa kanilang delayed promotions. Ayon sa mga PNP officials, si Bernardo ay mukhang nag-aabogado sa kung sinuman na gustong gibain ang PNP. Araguuyyyyy! Dapat mag-tongressman…este mag-Congressman na lang s’ya, ayon sa mga PNP officials na nakausap ng Dipuga.

Ikinatwiran kasi ni Bernardo na kaya hindi gumagalaw ang promotion folders ng aabot sa 100 3rd level officers sa SILG at sa opisina ni Executive Secretary Lucas Bersamin ay dahil wala sa batas ng PNP ang ibang nagsulputang unit nito. Dahil dito, nagka-excess ng opisyal at enlisted personnel ang PNP na nagdulot ng overdraft na aabot sa P26.7 bilyon. Hehehe! Maganda naman ang punto ni Bernardo dito, di ba mga kosa?

Iginiit naman ng apektadong opisyales na itong upgrading of ranks sa PNP ay nasa ilalim lahat ng NAPOLCOM Memo circulars. Anila dapat makita ni Bernardo ang wisdom nina namayapang Commissioner Louie Palmera, at Atty. Rogelio Casurao at Atty. Vitaliano Aguirre at iba pa kung bakit itinayo ang mga opisinang ito. Eh di wow! Hehehe! Kanya-kanyang katwiran lang ‘yan!

Sinabi pa ng mga PNP officials: “DBM is not categorically telling that it is illegal. What DBM is telling is submit a justification and study why the need to upgrade (PNP) ranks. “A sensible person don’t need a rocket scientist to know and see the obvious reasons - one: In 1997 what’s the authorize strength of PNP PCO to PNCO vis a vis the population,” ang dagdag pa nila.

Kaya ang sabi nga, “NAPOLCOM should submit their findings based on their studies.” Hayun, maganda naman ang paliwanag ng mga 3rd level officers ah. Hehehe! T’yak may sagot si Bernardo rito. Mismooooo!

Kaya para mabalanse ang sitwasyon, nag-isyu ng NAPOLCOM ng samu’t-saring resolutions noong 1997 na hanggang sa ngayon ay gumagana pa. Nagbigay naman ng kanyang opinion si PNP chief Gen. Benjamin Acorda Jr.:  “NAPOLCOM should study the rank structure of those authorize rank distribution.. that is when the PNP population is still using the 1997 PNP authorized strength. Units and offices were created due to the exigency of the service. Recruitment of additional personnel were done every year. It is but normal to make adjustment on the rank qualification as well.” Tsk tsk tsk! May punto rin si Acorda, di ba mga kosa?

Ibinigay pa na ehemplo ni Acorda si Major Gilberto Cruz, na hepe ng pulisya ng San Juan noong 1992 subalit sa ngayon ang puwesto ay koronel na dahil sa population increase. “Instead of blocking the promotion of our hardworking PNP officers, why can’t NAPOLCOM work overtime to fast track the restructuring of the PNP to adjust to the need of time,” ang giit pa ni Acorda.

Imbes gawan ng solution ang problema ng promotion sa PNP, abayyyyy ginugulo pa ng Napolcom ang hanay ng kapulisan, ‘no mga kosa? Ambot sa kanding nga may bangs!

Ang tanong na umiikot sa ngayon sa Camp Crame, kung di kaya ng NAPOLCOM na protektahan ang promotion ng “deserving PNP personnel who are serving and protecting the community in the name of peace and order,” dapat na bang buwagin itong ahensiya ng gobyerno? Araguuyyyyy! Mukhang mag-isang nagdidesisyon si Bernardo ah. Nasaan si Napolcom chairman Benhur Abalos at iba pang Commissioners? Hehehe! Away na ito!
