Ilang sundalo, CAFGU inireklamo sa kidnapping, rape ng menor de edad mula Quezon

MANILA, Philippines — (Updated 7:55 p.m.) Nagsampa ng reklamo sa Department of Justice (DOJ) ang isang menor de edad mula sa probinsya ng Quezon patungkol sa kidnapping, torture at panggagahasa diumano ng ilang sundalo at kawani ng Citizen Armed Force Geographical Unit (CAFGU).

Sa isang press conference ng Gabriela Southern Tagalog, Biyernes, sinabi ng biktimang si "Belle" kung paano siya kinuha ng ilang elemento ng 59th IBPA noong ika-27 ng Hulyo, 2020 sa Barangay Binahaan, Pagbilao, Quezon noong siya'y 15-anyos. Aniya, magpapa-load lang daw sana sila ng kanyang kapatid nang mangyari ang insidente.

Ani Belle (hindi tunay na pangalan), pilit siyang pinaaaming miyembro ng New People's Army ang kanyang ina (Ofel), na isang magsasaka. Maliban sa interogasyon, nakaranas din daw siya ng pananakit maliban pa sa "paulit-ulit na panggagahasa" ng isang CAFGU member.

Nagmula si "Belle" sa pamilya ng mga magsasaka sa bayan ng Malunay. Nag-aani ng niyog ang kanyang nanay at miyembro ng lokal na pederasyon ng mga pesante, na siya ring nakararanas ng "red-tagging" at "harassment."

Ika-1 ng Disyembre, 2021 nang maghain daw sila ng reklamo sa Department of Justice (DOJ) hanggang sa magkaroon na ng preliminary investigation nitong Huwebes. Kinumpirma na ito ni Justice Secretary Menardo Guevarra sa panayam ng Philstar.com.

Confirmed... The complaint was filed at the DOJ main offices. No further details available at this time.

"Kaka-file pa lang ng kaso, unang beses pa lang nagkaroon ng hearing sa preliminary investigation, mahaba pa po ang laban at matindi po ang kalaban dahil mga militar, CAFGU at mga opisyal ng pamahalaan [na nangyari noong hepe pa ng Southern Luzon Command si Antonio Parlade Jr. na dating] tagapagsalita ng [NTF-ELCAC]," ani Joms Salvador, Secretary General ng Gabriela, sa press conference.

Ilan sa mga inaakusahan ay ang isang Leoven Julita, aktibong miyembro diumano ng CAFGU ng 59th Infantry Battalion Philippine Army at mga miyembro ng 59th IBPA.

Haharap aniya ang mga nabanggit sa Kidnapping, Serious Illegal Detention with rape, paglabag sa Anti-Violence Against Women and their Children Act, Special Protection of Children against Abuse, Anti-Torture Act, Exploitation and Discrimination Act, atbp.

"Belle is the latest victim of this military strategy, which gets worse in the institutionalization of the government’s whole-of-nation approach to eliminate armed rebellion, through its Executive Order 70 (EO 70)," dagdag pa ng Gabriela sa hiwalay na pahayag.

"Desperately, they commit rape as a means of terrorizing and demoralizing civilian population they deemed 'sympathizers' of the New People’s Army (NPA) or communists. Further, the Duterte government has even forged the Anti-terrorism Law in 2020, prioritizing it than systematically responding to the surge of COVID-19."

AFP: Insidente titignan, hindi kukunsintihin

Sa isang panayam kay Armed Forces of the Philippines (AFP) spokesperson Army Col. Ramon Zagala, sinabi niyang sisiyasatin nila ang naturang paratang at hindi ito mamaliitin.

"The AFP will look into the incident and accusations hurled at our personnel," tugon ni Zagala.

"We take these matters seriously and will not tolerate any wrongdoing, particularly disrespecting human rights and the rule of law."

Ayaw pa namang magsalita tungkol dito ng Police Regional Office-4A pagdating sa isyu: "Ma-assure ko [lang po] na we will always uphold the rule of law if ever na sa atin po humingi ng tulong ang  biktima," wika ni Pmaj Mary Ann Crester Torres, kanilang regional spokesperson.

Sa datos ng Center for Women’s Resources, nakapag-document na ng 16 opisyal ng pulisya na iusinasangkot sa walong rape cases mula Enero 2017. Hindi pa raw dito kasama ng sexual abuses sa mga checkpoints habang kalagitnaan ng COVID-19 lockdown noong nakaraang taon.
