Inilabas kasi kamakailan ng mga kuwago ng ORA MISMO, ang letter kay BI Commissioner Ric David Jr., tungkol sa reklamo ng Royal Carribean Cruise Lines kung para saan ang US$250.00 per foreign passneger na sakay ng RCCL.
Ayon sa mga asset ng mga kuwago ng ORA MISMO, tahimik ang pamunuan ng BI sa isyung ito pero wala naman ibinibigay na balita si David Jr., kung bakit may pangingikil.

National Intelligence Coordinating Agency (NICA) is the government body tasked to collate information critical to national security primarily in the threat of terrorism and also for the discovery of evidence to a major terrorist entry operations.We encourage your agency to look into the perennialcarelessness and glaring weaknesses of Bureau of Immigration-Bay Boarding Section and their other provincial boarding district offices and subports in dealing with their poor existingcontrol mechanism applied regarding possible entry of suspected terrorists. The NICA are encourage and should undertake positive counter-actions in the prevention of possible entry of terrorists utilizing our seaports. In order to implement the necessary counter-checking against the numerous poor practicesbeing implemented by BI-BBS, as follows, such as;
a)non-implementation of “TRANSPARENCY†in the reporting system as to availability and presentation of information of incoming and outgoing foreign vessels andidentifications of the assigned boarding officers, theseneeded procedures could easily be implemented by utilizing the official communications of the government‘Websites‘ of the bureau;
b)non-applications of the required process of derogatory (blacklisting orders) thru by mandatory PRE-record checking/ verifications as clearances for our national security safety concerns and as counter-measures against high-risk aliens potential entry of suspected terrorists;
c)no actual physical count/inventory of listed seaman onboard done/conducted, which were the existing practice of inspections were only based/ relied only against crew-list/seaman book, the derogatory checking and computer encoding entries were done/ applied only after allowed arrivals stamping were long been conducted;
d)no BI-Intelligence personnel were assigned guarding duties against (high-risk) restricted aliens onboard;
Henceforth, we recommend the following;
1)enforced strict monitoring, surveillance andcounter-intelligence activities in the country thru waterfront in relations with the highly-questionable boarding inspections formalities/ procedures being implemented by the BI-BBS that compromise the manner which the Immigration Officer conducts ‘lack-luster’ entry clearing operations, in exchange for the undeclared/ illicit / unauthorized overtime boarding fees;
2)also to eliminate the mal-practices of theunauthorized ‘negotiating/ re-discounting’ of theadministrative fines/penalties (P50,000.00/pax’s)that should be collected in favor of the govt., which represent as ‘under-the-table’ additional money payments/transactions received against arriving foreign ships onboard with seaman, that involvesprimarily with those restricted (high-risk) aliens arrival with no appropriate entry visas;
In this regard, we respectfully adopt and served theseinformation as endorsement and manifestation of ourformal/official letter of complaints coming from the concerned employees of Bureau of Immigration, with representations from different “disgruntle and discontented†members of the following inactive employees associations:
