Sapilitang 'military service' sa 18-anyos itutulak ni Sara Duterte; Bello pumalag
MANILA, Philippines — Nagbabangayan ngayon ang dalawang kumakandidato sa pagkabise presidente sa 2022 pagdating sa isyu ng pagpapatupad ng "mandatory military service" para sa mga 18-anyos sa Pilipinas, bagay na isinasagawa sa ibang bansa.
"[Kung manalo bilang bise], gagamitin ko ang aking opisina — Office of the Vice President — para kausapin ang ating Congress and the Senate of the Philippines to make military service for all 18 years old, male and female, mandatory in our country," ani Davao City Mayor Sara Duterte-Carpio, Miyerkules, sa virtual caravan ng UniTeam Alliance nila ni presidential aspirant Bongbong Marcos.
"Hindi ROTC (Reserve Officers’ Training Corps) lang na isang subject, isang weekend o isang buwan sa isang taon. Dapat lahat kapag tungtong mo ng 18 years old, you will be given a subsidy, you will be asked to serve our country doon sa ating Armed Forces of the Philippines."
Sinasabi ito ni Duterte-Carpio, anak ni Pangulong Rodrigo Duterte, kahit na presidente at hindi bise presidente ang nagtatakda ng priority legislation sa Konggreso.
Boluntaryo ang military service sa Pilipinas, ngunit pwede ring i-require ng gobyerno para ipagtanggol ang bansa bilang sundalo sa ilalim ng Article II, Section 4 ng 1987 Constitution:
The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal, military or civil service.
Ang ROTC ay tumutukoy sa isa sa tatlong components ng National Service Training Program, na nagbibigay ng military education at training sa mga estudyante para mamobilisa sila para sa "national defense preparedness." Ang graduates nito ay maaaring magserbisyo sa AFP oras na magkaroon ng emergency. Bagama't mga reservists, maaari nila itong ituloy para maging pormal na sundalo.
"Nakikita po natin ito sa ibang bansa, sa South Korea, sa Israel nakikita po natin 'yan doon sa kanila [mandatory military service]," dagdag pa ni Duterte-Carpio.
Matagal nang itinutulak ni Digong ang pagbabalik ng mandatory ROTC, bagay na naging boluntaryo na lang matapos mapatay noong 2001 ang UST student Mark Wilson Chua matapos niyang isiwalat ang diumano'y korapsyon sa ilalim nito.
Asta ng 'dictator-in-waiting'?
Binakbakan naman ng kapwa vice presidential aspirant na si Walden Bello si Duterte-Carpio dahil sa madugo raw niyang pamamaraan gaya ng amang si Digong.
"Like father, like daughter. Duterte’s legacy was to arm people and tell them to kill. Now his daughter wants to do that to children as well," aniu Bello kahapon.
"Sara Duterte's latest pronouncements about using the OVP to stand for mandatory military service is a mask off moment for the dictator-in-waiting, and should quell any doubt that the daughter will be any different from the father."
Maraming isyu ng political at extra-judicial killings ng drug suspects sa ilalim ni Digong, dahilan para manganib siya sa International Criminal Court.
Aniya, katawa-tawa rin daw kung ipipilit ni Inday Sara na nais niyang gawin ito para protektahan ang bansa mula sa "external threats" gayong pangit daw ang record at "sunud-sunuran" si Duterte sa Tsina at Amerika.
"A Vice Presidential candidate who weren’t so stuck in a militaristic mindset would know that the biggest problem with the Armed Forces is not its lack of capability, but its corruption-cum-internal repression. When we assume the Vice Presidency, our office would advance social justice—agrarian reform, labor and human rights, and climate action—not subject children to unjust militarization," kanyang pagtatapos.
