12 opisyal sibak sa P54-M ‘pork’ scam - Ombudsman

MANILA, Philippines —  Labing-dalawang opisyal mula sa tatlong government-owned corporations ang sinipa sa pwesto ng Office of the Ombudsman kaugnay ng kasong malversation sa P54 milyon Priority Development Assistance Fund ni dating Benguet Rep. Samuel Dangwa.

Nakilala ang mga opisyal na sina Gondelina Amata, Chita Jalandoni, Emmanuel Alexis Sevidal, Ofelia Ordoñez, Filipina Rodriguez at Sofia Cruz ng National Livelihood Development Corporation (NLDC), Dennis Cunanan, Marivic Jover, Consuelo Lilian Espiritu at Belina Concepcion ng Technology Resource Center.

Dawit din kaso sina Victor Cacal at Romulo Relevo ng National Agribusiness Corporation (NABCOR).

Lumabas sa records noong 2007 hanggang 2009 na nakatanggap ng P54 milyon si Dangwa sa PDAF na pinadaan sa mga pekeng non-government organizations ng sinasabing utak ng pork barrel scam na si Janet Lim-Napoles.

Nagsilbing implementing agencies ang NLDC, NABCOR at TCR ng pondong para sana sa livelihood and agricultural assistance kits and packages.

Ilan sa mga akusado ang nagproseso at nag-apruba ng mga transaksyon at bayad sa mga pekeng proyekto.

Wala ring naganap na public bidding o accreditation process sa pagkuha ng mga agricultural at livelihood assistance kits.

Sinabi pa ng Ombudsman na wala rin naman talagang agricultural at livelihood assistance kits na nabili.

"In spite of these deficiencies, respondent public officers Amata, Cunanan, Cacal, Relevo, Sevidal, Cruz, Jalandoni, Jover, Rodriguez, Ordoñez, Espiritu and Concepcion, with indecent haste, expedited the release of the PDAF disbursements to the NGOs affiliated with or controlled by Napoles. These foregoing acts of respondents constitute Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service," nakasaad sa desisyon ng Ombudsman.

"The act of certification or release of funds, approval and the affixation of signature in the disbursement vouchers, obligation slip and checks are neither mere formalities nor ministerial functions but involve the exercise of sound discretion that must be diligently performed as these are imbued with public interest.”

Bukod sa pagkasipa sa trabaho ay mawawalan rin sila ng mga benepisyo at karapatang magtrabaho muli sa gobyerno.
