Allowance, bonuses ng GOCCs sasailalim sa House inquiry

MANILA, Philippines - Magsasagawa ang Kamara ng pagdinig sa umano’y hindi awtorisa- do at sobra-sobrang al- lowances ng mga opisyal ng government-owned and controlled corpora- tions (GOCC).

Ayon kay House Speaker Feliciano Bel- monte Jr., mayroong mag- kakaibang opinion kung naaayon ba o hindi ang mga sahod at bonuses na ibinibigay sa GOCCs.

Una ng inutusan ng Commission on Audit (COA) ang 10 GOCCs na isoli ang mga bo- nuses at allowances na ibinigay sa kanilang mga opisyal, kabilang ang Philippine Health Insurance Corp. (P1.65 billion), Development Bank of the Philippines (P216.8 million), Region 7 water districts (P186.5 million), Philippine Cha- rity Sweepstakes Office (P54.8 million), Philip- pine Economic Zone Au- thority (P48.5 million), Home Development Mu- tual Fund (P37.6 mil- lion), Butuan City Water District (P28.2 million), Development Academy of the Philippines (P23.8 million), Philippine Na- tional Oil Co. Exploration Corp. (P14.5 million), at Mactan-Cebu Interna- tional Airport Authority (P14.4 million). “I think we have to do that (congressional inquiry) not because any- thing is wrong,” sabi ni Belmonte. Nais malaman ni Bel- monte ang criteria sa pag- bibigay ng bonus at ano ang basehan ng COA sa pagsasabing labis-labis ito.

“And what is the ba- sis of the executive that it is okay? I am not really aware of any guidelines on these,” wika ni Belmonte na nagsabing noong umupo siya sa board ng Govern- ment Service Insurance System ay nagtakda ng guidelines ang Malacañang sa kanilang compensation.

“We can always come up with reasonable guide- lines for the benefit of eve- rybody in a way people will not feel they are unduly deprived,” ani Belmonte. Mahalaga anya sa Kongreso na madeter- mina ang “reasonable, allowable at kung sino ang magtatakda ng mga ito.” Wala anyang batas na nagdedetermina ng compensation ng GOCC officials.
