Bagong DAP isinusulong ni Recto

MANILA, Philippines - Nanawagan si Senate Pro-Tempore Ralph Recto ngayong Huwebes sa pagpapalabas ng "DAP" sa 2014.

Pero kaagad nilinaw ni Recto iba ang kanyang DAP sa kontrobersyal na Disbursement Acceleration Program na sinimulan noong 2011 upang mapabilis ang mga proyekto.

Nais ng senador na gamitin ang isinusulong na DAP sa pagpapagawa ng mga nasira ng kalamidad.

"There's certainly a need for bigger DAP - or Disaster Aid Projects - funds," pahayag ni Recto. "This is the kind of DAP that we need."

Tinukoy ni Recto ang mga kinaharap ng bansa sa nakalipas na isang buwan, kabilang dito ang kaguluhan sa Zamboanga City sa pagitan ng gobyerno at Moro National Liberation Front na sumira sa higit 10,000 kabahayan, ang bagyo na umabot sa P3.2 milyon ang pinsala at pinakahuli ang magnitude 7.2 na lindol sa Bohol at Cebu.

Aniya hindi sapat ang nakalaang P7.5 billion calamity fund para sa 2014 upang mapagawa ang lahat ng pinsala.

"If we count the help which owners of burned houses in Zamboanga, or Santi-hit farmers in Pampanga, or small Bol-anon businessmen whose stores were destroyed will be needing, the total bill is way above the resources at hand," sabi ng senador.

"We can increase the Calamity Fund, or create a fund in the DPWH dedicated exclusively for disaster relief, or even introduce a section in the Unprogrammed Fund which would qualify disaster relief as among the activities which can be funded by excess revenues, new loans or savings," dagdag ni Recto.

Iminungkahi rin ni Recto na gamitin ang mga umano'y maanomalyang pork barrel ng mga mambabatas sa "bagong" DAP.
