MANILA, Philippines — President Rodrigo Duterte wanted to have more time to study the order to ban smoking nationwide.
Duterte, who is supposed to sign the order this week, said that he is still trying to see if he can make a compromise.
"I have to very carefully try to navigate the way how I can present it to the public," he said in an ambush interview with reporters.
