WATCH: Senator says ERC's cost-based formula biased against consumers

Senator Francis "Chiz" Escudero on Wednesday said in an interview that the Energy Regulatory Commission is using a "cost-based" formula instead of a "market-based" formula, which, he said, is biased against the consumers.
