Pagpili sa mga delegado

Delegado kini alang eleksiyon unya sa pagka-OSCA head sa atong dakbayan sa Sugbo. Subay sa balaod, kinahanglan duna kitay OSCA head.

Diha man guy panahon nga wala kitay OSCA head, ug karon ad interim o temporary ang nangulo karon sa Office of Senior Citizens Affairs.

Mahitungod niini, atong kutloon ang Balaod 9994 kon Expanded Senior Citizens Act of 2010: “There shall be established in all cities and municipalities an OSCA to be headed by a senior citizen who shall be appointed by the Mayor for a term of three (3) years without reappointment but without prejudice to an extension if exigency so requires.

“Said appointee shall be chosen from a list of three (3) nominees as recommended by a general assembly of senior citizens organization in the city or municipality.”

Ug bahin sa extension sa term sa OSCA head, ang Implementing Rules & Regulations (IRR) sa RA 9994, nagkanayon: “xxx but without prejudice to an extension not exceeding three (3) months, if exigency so requires.” So, tulo ra ka bulan ang gitugot nga lugway, kon gikinahanglan man.

Simple ra kaayo ang mga requirements sa pagka-OSCA Head: 1. A Filipino citizen and a resident of the municipality or city for at least one (1) year; 2. A registered voter of the concerned city or municipality; 3. Able to read and write; 4. Must be physically and mentally capable of performing the tasks of OSCA Head; 5. A bona-fide member of a duly registered senior citizens organization which has a track record of at least three (3) consecutive years;

6. Good moral character; and 7. At least a high school graduate.

Atong makita nga to qualify pagka-OSCA head dili kinahanglan nga presidente ka o naghupot sa ubang katungdanan sa kahugpongan; igo na miyembro lang for at least tulo ka nagsunodsunod nga tuig.

As a policy, ang atong pagpili sa pagka-OSCA head ipaagi sa mga delegado gikan sa 80 ka senior citizens association sa mga barangay. Hinuon, ang mga presidente maoy sagad nga mapili nga delegado, ug kon i-nominate sila sa kauban nilang mga delegado, ug tulo sa gi-nominate mudaog, usa kanila ang itudlo sa mayor pagka-OSCA head.

Sa pagpili nang daan og mga delegado, ato na silang siksikan og maayo kay usa kanila mao may mahimong OSCA head sulod sa tulo ka tuig.

Samtang sa Lusaran, si Climaco Codilla maoy napiling presidente, kauban nila ni Dionisio Lumocod, vice president; Elizabeth Tirador, secretary; Alberto Orile, treasurer; Wilfredo Velasco, auditor; Gloria Montero, Herculano Hayag, sgts-at-arms; Pablo Codenera, Teresita Codilla, PROs. ug napiling muse, si Aurelia Villaber, samtang si Arsenio Alibio ang napili nga prince charming.
