Lipat-lipat sa appropriation?

Ang Rule XIV, Art. 16 sa RA 9257, ang Senior Citizens Law nagkanayon:  “Appropriation – The amount necessary to carry out the provisions of this Act, upon its effectivity, shall be charged out of the funds of the Office of the President. Thereafter, any such sum as shall be needed for the regular implementation of this Act shall be included in the subsequent General Appropriations Act following its enactment into law.

The heads of departments and agencies as well as local chief executives concerned shall immediately include in their annual appropriations the funding necessary to implement programs and services required by the Act and these regulations.”

Nindot paminawon no? Gituman ba ni sa local ug national nga mga buhatan? Way kaso sa Cebu City, kay nanubra ang ilang tabang kanato’ng mga senior citizens.

Hinumdomi nga 2003 pa ang RA 9257. Sukad niini’ng tuiga migahin ba ang mga national agencies sa ilang budget og certain amount alang sa mga senior citizens ug sa PWDs?

Unya, ang Sec. 33 sa General Appropriations Act (GAA) of 2008 kon RA 9496 atong kutloon: “Programs/Projects related to Senior Citizens and the Differently Abled. In support of the Philippine Plan of Action 2005-2009, the cost of implementing plans, programs and projects, intended to address the concern of senior citizens and the differently-abled shall be at least one percent of the agency’s total budget appropriations.”

Ug ang IRR sa RA 9994 of 2010, atong kutloon: “Rule IX Art. 26. The appropriation necessary to implement the provisions of the Act and its Rules shall be included in the respective budgets of the responsible national government agencies subject to availability of funds.”

Ilang gisukip ang “subject to availability of funds,” wa man ni sa RA 9257. Maldito. Ila g’yud tang gilipat-lipat. Sa ato pa, inigpreparar nila sa budget, ila na nga i-note daan nga “no available funds for the seniors and the disabled.” Mao nga inig-approve sa ilang budget, di g’yud sila makagahin sa one percent nganhi kanato, kaylagi, walay available nga funds. Unya, inig-election moingon sila nga atong tahuron ug higugmaon ang mga senior citizens. Ang nakadaut kay motuo lang pud ta, pakpak pa.
