Quo Vadis, Toledo City?

Angay ikaguol sa tanang lumolupyo sa 38 ka mga barangay sa tibuok dakbayan sa Toledo ang gipamulong ni Halangdon Mayor John Henry “Sonny” Osmeña diha sa The Freeman, March 12, 2014, nga nagkanayon: “It is very sad but true, the whole City of Toledo is falling apart. Other than the peace and order, there is the health service, no money goes into the hospital because unfortunately, the seven councilors are still hooked to the politics mentality.”

Dugang pa sa Halangdong Mayor nga ang Department of the Interior & Local Government angay’ng manghilabot sa mga kahimtang o panagbingkil nga ingon niini.

Kun ang gitumbok sa Halangdong Mayor mao ang gisugyot nga budget sa 2014 nga hangtud karon anaa ug wala pa kahukmi sa Committee on Budget ug Appropriations nga ubos sa pagdumala sa Halangdon Konsehal Helen Jill Espinosa sa kaatbang nga partido, dili ba angay nga isang-at kini nga kahimtang ngadto sa Department of Interior & Local Government?

Aduna pay lain ug angay tan-awon sa bag-ong administrasyon sa dakbayan mahitungod sa Community Tax Certificates o cedula (blank forms) nga gipang-apod-apod sa kabarangayan nga kulang ang gidaghanon ilabi na diri sa barangay DAS diin daghan ang nanginahanglan niini ug aron usab makapahat ang barangay og kantidad gikan sa buhis sa cedula.

Sa Republic Act No. 7160, otherwise known as Local Government Code of 1991, SEC. 164 (c) provides: The proceeds of the community tax actually and directly collected by the city or municipal treasurer shall accrue entirely to the general fund of the city or municipality concerned. However, proceeds of the community tax collected through the barangay treasurer shall be apportioned as follows:

“(1) Fifty percent (50%) shall accrue to the general fund of the city or municipality concerned, and

(2) Fifty percent (50%) shall accrue to the barangay where tax is collected.”
