Right of Reply Bill (3)

Ang huling yugto ng amendments na binase ng Kongreso sa House Bill 3306, substitute bill submitted by the Committee on Public Information, an act granting the right of reply and providing penalties in violation thereof.

Section 9 - Congressional oversight - The Congressional Oversight Committee on the Right of Reply (COC - ROR) is herby constituted wihich shall be Co-chaired by the Chairperson of the Senate Committee on Public Information and Mass Media and the Chairperson of House Of Representatives Committee on Public Information. The COC-ROR shall be composed of six (6) members, including the two (2) co-chairs, two (2) members each from the Senate and the House of Representatives who shall be designated by the Senate President and the Speaker of the House of Representatives, respectively: Provided, that one of the 2 Senators and one of the two House Members shall be nominated by the respective Minority Leaders of the Senate and the House of Representatives.

The COC-ROR is hereby mandated to oversee and monitor the implementation of this Act for a period of five (5) years. For this purpose, the COC-ROR shall set the guidelines and overall framework for monitoring the implementation of this Act and shall adopt its internal rules of procedures. At the end of the five (5) year period, the COC-ROR shall submit a report to Congress recommending the repeal of or amendment to this Act in pursuit of guaranteeing th right of press freedom and free speech and the right to personal honor and reputation.

The Secretariat of the COC-ROR shall be drawn from the existing Secretariat personnel of the Senate and House of Representatives Committee comprising the COC-ROR.

The funding requirement of the Congressional Oversight shall be charged against the existing budget of the Senate and the House of Representatives Committee comprising the DCO-ROR.

Section 10 - Implementing Rules and Regulations - The Office of the Press Secretary, the Philippine Information Agency and a representative each from the Kapisanan ng mga Broadcaster ng Pilipinas (KBP), The National Press Club (NPC), major TV and cable television networks are hereby designated to formulate the Implementing Rules and Regulations within 90 days after the passage of this Act.
