Protector and protectorate

WHAT will the Constitutional Protector do to benefit the Constitutional Protectorate after it shall have removed Mrs. Gloria Macapagal Arroyo? This is the question that i asked in my previous column. In answer to that, hereunder is a list of what to do:

Heed the time-honored principle of civilian supremacy over the military at all times, by installing a Civilian Caretaker Council that must serve only for 365 days; the CCC shall declare all positions in government vacant but their occupants shall hold-over until their replacements are named. The CCC shall immediately replace all the Commissioners of the Comelec and on a case to case basis the officials under them.

The CCC shall abolish Congress and concomitantly, revoke the EVAT law. The abolition of Congress will save the country more than 150 billion pesos a year, the same amount of money that is intended to be raised by the EVAT law;

Confiscate all ill-gotten wealth. The burden of proof under existing laws, are on the part of the possessors to prove their properties were legally acquired. Sell this ill-gotten wealth at public auction, and use the proceeds to pay a portion of our debts to the World Bank;

After paying a portion of our debts, ask our creditors for a moratorium of at least 5 years. Appoint a Constitutional Commission to determine our form of government, whether it should remain presidential or convert into parliamentary, and submit their work for ratification by the people.

Hold elections under the new Constitution.

The CCC shall immediately replace BIR and Customs Officials and in their stead, appoint competent new CPA graduates. The Civilian Caretaker Council, backed up by the AFP shall see to it the BIR and Customs are able to collect at least P1 trillion in 365 days from its installation. They shall also see to it the amount of wastage (30% annually according to the World Bank) from the national budget due to corruption is substantially reduced. With a bigger budget due to improved collections, and reduced wastage, millions of jobs may be created, thus substantially reducing the unemployment of 5 million, underemployment of 7 million, as well as the Pilipino Diaspora of 7 million.

The Ladies and Gentlemen of the AFP, must now seize this historic opportunity to play their role as the Constitutional Protector of its Constitutional Protectorate.
