As I was in Manila last Friday, I wasn’t able to go to the Capitol to hear Gov. Gwen F. Garcia’s State of the Province (SOPA) Address. But her speech was splashed in all the local dailies. She has done a great job in her second term as Cebu’s first Lady Governor. If there was something very notable that struck me immediately, it is that she reported that the Cebu International Convention Center (CICC) has earned close to P47 million since it opened its doors during the 13th ASEAN Leaders Summit in 2007, where it was subjected to a great controversy. At the end of the day, this is not a “White Elephant” as feared by her critics.
Of course, my favorite issue that Gov. Gwen embraced was her declaration of an “All-Out War” against the communist insurgency where she was pilloried by the Communist Party of the Philippines (CCP) and their blood thirsty New People’s Army (NPA) rebels that blood would pour into the streets of Cebu. None of this has happened and as of last count, 81 rebels have already surrendered, not counting those that the military and the police have already captured.
That the numbers of the CCP have already started to dwindle is clear-cut evidence that Gov. Gwen’s policies is right in fighting the insurgency and the root causes of what breeds Communism. If only all the governors of this country followed her call, we can say with confidence that this ideology will no longer be embraced by our misguided youth.
Towards the end of her speech, Gov. Gwen reaffirmed that she was not seeking a higher office, but admitted to her audience that she was often “tempted” to accept those offers. But in the end, she will finish her last term as Governor of Cebu. When she first ran for governor, it was a very close win. But on her first re-election, she made Cebu political history with her landslide victory. Today, I would say that she’s practically invincible in Cebu!
So allow me to congratulate not only Gov. Gwen Garcia and the Cebu Provincial Board for a job well done, I also congratulate the people of the Province of Cebu for choosing the right governor and the right team in the Provincial Board to led them in these very difficult of times. That we get the right leaders in these trying times is mute testament that God’s hand is always with us, taking care of his people.

A week ago, we wrote about that supposedly approved Congressional franchise to put up a Greyhound Racing in Mandaue City that was sponsored by Rep. Nerissa Soon-Ruiz and Rep. Benhur Salimbangon. We got zero response from anyone on this case. Why then is everyone mum on this gambling issue? The beneficiary of this bill is called Fox New Millennium Amusement Club, Inc. (FNMACI) who would be given a Congressional franchise to operate this dog racing in the City of Mandaue. Who are the people behind this caper?
Because they have been extremely quite, we ask this question again, who are the people who would be granted this special Congressional franchise to operate dog racing in Mandaue City? Are they perhaps campaign raisers for our Congressmen and women and giving this franchise is a “return on their investment?” I don’t know why no one has come out when we wrote this. Why all the secret? Meanwhile, for Rep. Nerry Soon-Ruiz and Rep. Benhur Salimbangon, they ought to know that by law, all forms of gambling should be under the control of the Philippine Games and Amusement Corp. (Pagcor).
