Dizon to pursue more PPP projects with CAAP

Public Works Secretary Vince Dizon answers questions from the media on the cases to be filed against Bulacan engineers and personnel on Monday, Sept. 8, 2025.

MANILA, Philippines — More public-private partnerships or PPP projects would be pursued by the Department of Transportation before the term of President Marcos ends in 2028, DOTr Secretary Vince Dizon announced yesterday.

Dizon said he had spoken with the Civil Aviation Authority of the Philippines (CAAP) about potential projects, but did not give details.

“We will discuss other PPP projects that we will strive to get done before the end of the President’s term. So, we will make some announcements next week,” he said.

Dizon said the PPPs would not significantly increase the transport fares in the country.

“Our fares will not increase much like with the trains. There is no need to worry about that. Even if there is an increase, it will be minimal because the government, not the private sector or the operator, will control any price adjustments,” he said.

Dizon cited as example of a PPP the change in management of airports, noting that it has resulted to improved operations.

“Since it is a PPP, the private sector is required to fulfill its obligations. If they fail to do so, they face a penalty,” he said.

The DOTr earlier announced the turnover of the Metro Rail Transit Line 3 by 2027.
