LTFRB seeks delivery records of shopping platforms

MANILA, Philippines — The Land Transportation Franchising and Regulatory Board (LTFRB) ordered five online shopping platforms yesterday to submit the delivery records of their truck-for-hire service partners.

The LTFRB said it required Lazada, Shopee, Zalora, TikTok Shop and SM Retail to identify their legitimate partners, as a way of helping the agency weed out colorum delivery service partners.

“We are in the initial phase of our aggressive operations against truck-for-hire or delivery service motor vehicles that are providing services illegally,” LTFRB acting Chairman Greg Pua Jr. said.

Pua said the LTFRB recently investigated and validated reports of trucks, vans and other private motor vehicle owners providing illegal transport, logistics and delivery services for e-commerce marketplaces.

“Any operation without the permits from LTFRB is illegal and considered as colorum, with penalties that include impounding of motor vehicles and a fine of up to P200,000 per unit,” he added.

Pua stressed that colorum truck-for-hire and delivery services raise road safety issues and unfair operations for legitimate partners who follow government rules and regulations.

The shopping platforms are expected to submit their lists within three working days after receipt of subpoenas.

According to the LTFRB, the records that would be obtained from the online shopping platforms would of big help in the goal of putting an end to the illegal truck-for-hire modus.
