Ilocos Sur eyeing anti-super El Niño ordinance

VIGAN, Ilocos Sur, Philippines — To protect Ilocos Sur from severe climate impacts, the Sangguniang Panlalawigan is planning to pass an ordinance that will enforce preventive, mitigating and emergency response measures against extreme heat and drought.
The “Ilocos Sur Contra Super El Niño Ordinance” seeks to address the vulnerability of the province’s agriculture sector, local water supply and public health system to drought.
Board member Pablito Sanidad Jr. said the proposed ordinance was based on weather advisories issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration as well as on the mandates of the Local Government Code of 1991, and the Disaster Risk Reduction and Management Act of 2010.
The proposal seeks a science-based anticipatory response framework to manage climate hazards before these escalate into widespread socio-economic emergencies.
