More flood monitoring stations underway

CEBU, Philippines — Mandaue City’s Canduman and Butuanon will get additional flood monitoring stations as the city government expands its flood early warning system in places vulnerable to rising water levels.

Two water-level stations will be installed at Canduman Bridge and Butuanon Bridge II under the Department of Science and Technology-Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) Flood Early Warning Systems (FEWS) Project.

The project was discussed during the city’s third-quarter Disaster Risk Reduction and Management Council (CDRRMC) meeting on September 25, 2026 at the Sangguniang Panlungsod Session Hall.

Aside from the water-level stations, water post stations will also be placed at Canduman Bridge and Butuanon Bridge II, providing another means of monitoring changes in water levels in the two areas.

A third water post station will be installed at the 6.5 Relocation Site.

The city will also establish two rainfall stations at the Budla-an Multipurpose Gym and the Mandaue City Parking Building as part of the flood monitoring system.

The additional facilities are intended to provide the city with more localized data on rainfall and water levels, which can be used in assessing flood conditions and improving disaster preparedness and response.

The project also includes SMS/MMS-based multi-channel alert functions to widen the reach of disaster notifications when warnings are issued.

The city also recommended reviewing the feasibility of linking the system to Cell Broadcast Service (CBS) alert channels in coordination with concerned government agencies.

The initiative is being implemented in cooperation with Dongbu Engineering Co. Ltd. under the National Disaster Management Research Institute (NDMI) Project of the Republic of Korea.

Atty. Riczen Gingoyon represented Mayor Thadeo Jovito Ouano during the CDRRMC meeting.

The planned installations in Canduman and Butuanon are expected to strengthen the city’s monitoring of water levels in the two areas and provide data that could support earlier action during flooding. — /MRM (FREEMAN)
