SC junks rap vs CA justices over town execs’ suspension

MANILA, Philippines — The Supreme Court (SC) has dismissed an administrative case filed against seven justices of the Court of Appeals (CA) in connection with the reversal of the suspension of several town officials in Antique.

In a resolution dated Dec. 3, 2025, but was released only on Friday, the SC dismissed the complaint for “lack of merit” and for “being judicial in nature.”

The complaint was filed in March 2025 by former ombudsman Samuel Martires, who accused the justices of gross ignorance of the law and conduct prejudicial to the interest of the public.

Named respondents in the complaint were CA Associate Justices Louis Acosta, Mary Charlene Azura, Ferdinand Baylon, Rex Pascual, Roberto Quiroz, Rafael Antonio Santos and Marlene Sison.

Santos and Sison have since retired and their names no longer appear in the list of incumbent justices on the CA website.

In the complaint, Martires said the CA justices issued a temporary restraining order even as only a photocopy of the suspension order was presented by the petitioners.
