MANILA, Philippines — Bureau of Customs Commissioner Ariel Nepomuceno has declared a one-strike policy for erring personnel, saying the fight against illicit trade and internal corruption will remain among the BOC’s top priorities.

“As we begin our second year at the BOC, our fellow citizens can expect a more aggressive pursuit of smugglers and the holding of our personnel accountable,” Nepomuceno said.

“Let the recent apprehensions of illicit cigarettes worth billions be a declaration of war against smuggling activities and the strict enforcement of a zero-tolerance policy on our personnel,” he added.

Nepomuceno warned that employees found to be involved in corruption, smuggling activities or any act that undermines the integrity of the BOC may be immediately relieved or removed from their posts.

He added that the BOC continues to strengthen its border protection measures as smuggling syndicates have become increasingly adaptive, resorting to alternative routes and methods to evade customs laws, including the use of private wharves and vessels.

According to Nepomuceno, the evolving tactics require an equally dynamic response from the BOC through stronger enforcement, innovation and enhanced operational capabilities.

He directed all collection districts to intensify intelligence gathering, risk profiling and enforcement operations, while strengthening coordination with the Philippine Coast Guard, Navy, police, National Bureau of Investigation, local government units and other law enforcement partners.

“There is no longer any room for complacency. As smugglers evolve their methods, Customs must be faster, smarter and more coordinated. Therefore, we will further intensify intelligence-sharing and joint operations with our partner agencies to thwart these illegal activities and hold those behind them accountable,” Nepomuceno said.
