MMDA receives highest audit rating anew

MANILA, Philippines — For the seventh consecutive time, the Metropolitan Manila Development Authority (MMDA) has received an unmodified opinion from the Commission on Audit for 2025.

According to COA, the MMDA’s financial statements indicated a fair and accurate view of the agency’s financial position.

The audit body also cited the MMDA’s alignment with the International Public Sector Accounting Standards in terms of financial performance, equity and assets changes, cash flows and budget versus actual results for the year.

“We believe that the audit report we have obtained is sufficient and appropriate to provide a basis for an unmodified opinion,” the COA said.

MMDA Chairman Romando Artes welcomed the highest audit rating, highlighting the agency’s financial transparency and integrity.

“This milestone reinforces our commitment to the highest standards of public governance, ensuring that every peso entrusted to us is managed with integrity,” Artes said.

He said the MMDA’s reforms in financial reporting started when he was an assistant general manager for finance and administration, and improved over time.

Artes said the rating reinforces MMDA’s commitment to efficient public service through responsible use of public funds.

“Receiving our seventh consecutive unmodified opinion from the COA is a testament to the unwavering dedication of our workforce,” he said.
