The INC rally moved to Manila after the Quezon City government revoked the religious group's permit to gather along White Plains Avenue, where it had held its surprise rally for two consecutive days since June 30.
The authorities cited "severe difficulties experienced by the general public" as the reason for the revocation.
The protest is in support of Sen. Rodante Marcoleta, who is facing possible arrest over a non-bailable plunder charge involving alleged undeclared campaign contributions.
The Manila Police District estimated the crowd at Liwasang Bonifacio at around 400 as of 8 a.m.
