Mandaue Council reiterates ban on drag racing

CEBU, Philippines — In a move aimed at enhancing public safety and preventing further road-related tragedies, the Mandaue City Council approved a resolution reiterating the prohibition of illegal street racing on all public roads within the city and directing traffic and law enforcement authorities to apprehend all violators.

The measure was prompted in part by a recent fatal incident involving a teenager who was reportedly struck and killed by a motorcycle rider seen racing along the road beneath the Cansaga Bay Bridge in Barangay Paknaan.

The tragedy showed the serious risks posed by illegal racing activities and renewed calls for stronger enforcement of traffic laws.

The resolution emphasizes the responsibility of local government units under Republic Act No. 7160, or the Local Government Code of 1991, to promote the general welfare, maintain peace and order, and protect the lives and property of residents.

It likewise cites Republic Act No. 4136, otherwise known as the Land Transportation and Traffic Code, which prohibits reckless driving and the unauthorized use of public highways for motor vehicle races and speed contests.

The resolution, authored by City Councilor Carlo Fortuna, noted that incidents of illegal street racing and unauthorized speed contests, primarily involving motorcycle riders, have been observed on several public roads in Mandaue City.

Fortuna expressed concern that these activities continue to endanger motorists, pedestrians, and innocent bystanders.

“Kailangan responsable g’yud ta nga motorista, di ta magpatuyang sa pag-drive og motor o maglumba-lumba,” said Fortuna.

The resolution also noted that similar incidents in previous years have resulted in severe injuries, property damage, and loss of life, underscoring the need for greater discipline among motorists and a more proactive law enforcement presence on city streets.

“Kasagaran sa aksidente sa Mandaue, involved g’yud ang motor tungod kay kusog magpadagan ug dili magmatngon,” said Fortuna.

Through the approved measure, the Mandaue City Council formally reaffirmed the ban on illegal street racing and instructed traffic and law enforcement authorities to intensify operations against violators.

The resolution specifically directs concerned agencies to apprehend individuals engaged in unauthorized racing activities on public roads.

In addition, all 27 barangays in Mandaue City are being urged to actively monitor their respective jurisdictions, particularly roads that are wide, open, and commonly used for drag racing and speed contests.

Barangay officials and residents are encouraged to immediately report suspected illegal racing activities to the Traffic Enforcement Agency of Mandaue (TEAM) and the Mandaue City Police Office (MCPO) Traffic Enforcement Unit.

Fortuna expressed hope that stronger coordination among law enforcement agencies, barangays, and the public will help deter illegal street racing and contribute to safer roads for all Mandauehanons.

“Mao na nga gihangyo ang kapulisan ug TEAM to enforce the law against illegal drag race across the city. Kini nga resolution, pag-awhag sad ni sa atong mga motorista nga hinay hinay lang…safety for everyone,” said Fortuna. — (FREEMAN)
