MANILA, Philippines — Electronics permit requirements should be included in the reassessment of the National Building Code, according to a consumer advocacy group.

Outdated and inconsistent local permitting practices continue to hamper the rollout of digital infrastructure nationwide, CitizenWatch Philippines said.

Public Works Secretary Vince Dizon has ordered a review of the National Building Code to address regulatory bottlenecks and improve ease of doing business in infrastructure development.

A review presents an opportunity to streamline permitting processes affecting broadband infrastructure, such as cell towers, antenna systems and communications equipment, CitizenWatch lead convenor Orlando Oxales said.

Under the National Building Code’s implementing rules, electronics permits and inspection fees are required for communications infrastructure, including antenna towers, communications systems, broadcast facilities and other electronic installations.

Broadband service providers continue to face varying regulatory charges and permitting requirements imposed by some local government units, resulting in inconsistent implementation, CitizenWatch said.
