4 HPG cops probed for extortion

MANILA, Philippines — Four members of the police Highway Patrol Group (HPG) are being investigated after a transport network vehicle service driver accused them of extortion.
The National Police Commission (Napolcom) identified the police officers as Executive M/Sgt. Alfondo Sarol Jr., Senior M/Sgt. Jefferson Tibayan, Cpl. John Evan Fabrero and Pat. Reymark Gines.
The motorist, in a sworn affidavit submitted to the Napolcom, said the alleged extortion happened on April 29 while he was traversing EDSA.
The complainant said the police officers, who were in a patrol car, flagged him near the GMA-Kamuning MRT station supposedly for a defective brake light.
The driver said he was brought to a police outpost along Mindanao Avenue Extension in Caloocan City where he was informed that his vehicle would be impounded for allegedly having expired documents.
The victim said Fabrero told him they could expedite the release of the vehicle in exchange for P50,000, which was reduced to P35,000 after negotiations.
