MANILA, Philippines — Air quality in Malabon, Pasay and Valenzuela remains “unhealthy to sensitive groups” after the fire at the Navotas sanitary landfill reignited on Sunday.

Pasay officials yesterday urged the public to limit outdoor activities or wear protective masks.

In most parts of Metro Manila, air quality is back to “good” and “fair” levels.

Environment Secretary Juan Miguel Cuna said personnel are having a hard time extinguishing the fire.

“We are lacking in terms of capacity and we’re speaking to some possible partners who would be able to provide us with that capacity building that is really needed,” Cuna said.

Landfill operators have been required to formulate contingency plans to avoid disasters, he said.

Legal remedies against the Navotas landfill operator are being discussed with the Office of the Solicitor General, according to Cuna.
