Tulfo calls for systematic government aid program implementation

MANILA, Philippines — To ensure government aid reaches rightful beneficiaries on time and in a systematic manner, called on the Department of Labor and Employment to revisit DOLE guidelines and be more proactive in its implementation.
Tulfo, chairman of the Senate committees on labor and employment and on public services, said this would ensure an orderly process, prevent patronage and rigged selection of beneficiaries and stop the misuse of funds at the barangay level.
He noted during a meeting with DOLE officer-in-charge Benedicto Ernesto Bitonio Jr. the complaints about barangay captains taking a percentage from the livelihood assistance given under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers or TUPAD program.
Tulfo proposed that DOLE cover all drivers in the Land Transportation Franchising and Regulatory Board masterlist in the validation process for the distribution of TUPAD Tuloy Pasada program, a special assistance aimed at augmenting the income of transport workers.
