MANILA, Philippines — With an online verifier for provisional authorities enabled, more public utility vehicles (PUVs) would be allowed to operate, according to the Land Transportation Franchising and Regulatory Board.

Under LTFRB board resolution 388, PUV drivers can travel “once a copy of its provisional authority is posted in the agency’s online verifier.”

Jeepneys, buses and transport network vehicle services are covered by the policy.

“We need the provisional authority to be uploaded first on the verifier system for the protection of drivers and operators because in cases wherein they are flagged down, enforcers can easily verify that they have legitimate papers to operate,” LTFRB Chairman Vigor Mendoza II said.

Fake provisional authorities and certificates of public conveyance will be detected by the verifier, the LTFRB noted.

Mendoza said the resolution also aims to reduce the “more than 37,000 backlog on petitions, motions and applications” since October.

The LTFRB, he said, is hoping the decision would make more PUVs available during the holiday season.

Meanwhile, the LTFRB welcomed the support of ride-hailing companies JoyRide Car and Grab for the surge pricing cap and fixed rates for passenger pick-up.

The LTFRB memorandum circulars on surge price cap and fixed pick-up rates are effective until Jan. 4, 2026.
