DOJ confirms acts of lasciviousness, rape complaints vs Marcy Teodoro

MANILA, Philippines — The Department of Justice confirmed on Thursday, September 25, that two female police officers have filed complaints against Rep. Marcy Teodoro (Marikina, 1st District), accusing him of rape and acts of sexual assault while they served as his close-in security.

One complainant alleges Teodoro committed acts punishable under Article 336 of the Revised Penal Code, or “Acts of Lasciviousness,” early in her assignment. 

The second accuses him of rape under Article 266-A(2) of the same code, in addition to acts of lasciviousness. She had previously served as close-in security to Teodoro’s spouse, Marikina Mayor Maan Teodoro, before being reassigned to the congressman.

Teodoro has denied the allegations, saying in a statement that these are "malicious," "politically motivated," and fabricated to further malign his reputation. 

“The accusations against me are MALICIOUS AND NOT TRUE. Their allegations have no sufficient basis and are merely fabricated with the intention of destroying my reputation. This looks like a politically motivated attack against me," Teodoro said, adding that the attacks against him have been "relentless."

The congressman said he has not yet received copies of the complaints. "As of now, I have not yet received the formal complaint filed against me, so I have no complete details or information regarding these allegations. An allegation cannot be considered as evidence," Teodoro said in mixed English and Filipino.

In a statement, DOJ Spokesperson Mico Clavano said the complaints will undergo case build-up and legal evaluation to determine whether there is sufficient evidence to proceed to a preliminary investigation.

"This ensures that any action, if warranted, will rest on a complete and substantiated record,” he said.

“The respondent will be afforded full due process,” Clavano added, adding that the identities of the complainants are being withheld to protect their privacy and security. 

“The Department reiterates its commitment to act impartially and to pursue all cases strictly on the basis of evidence and law," he added.

The former Marikina mayor expressed hope for an impartial investigation.

“It is clear in the DOJ Circular that there must be legal evaluation and examination of evidence before conducting a preliminary investigation, so this can only be considered as an allegation for now. I call and hope for an impartial, transparent, and open investigation so that I may protect my reputation because the attacks against me have been relentless," Teodoro said.
